ie they go from  12-14

I heard that in China there are no 4th floors, because the number four is similar to the word death. Found a page about Chinese numerology: http://www.radio86.co.uk/explore-learn/culture/988/the-lucky-number-eight

When there are no 13th floors in the USA, it's for the same reason, because it's "the unlucky number". That's also what I found on Google. Sometimes they just skip it and do as you write, from 12 to 14, but they can also use 12a.
