I am not a fan of Henry Moore's sculptures so am probably one of the worst people to comment, however, although stylistically it resembles a Moore I would suggest that the finish is atypically rough for one of his scupltures. Having had a squint at a lot of them on the www they all seem to be finished to a high level of smoothness and/polish. Also, unlike loads of Moore's work, it is instantly recognisable as a person!!

It is not by Mr Henry Moore...so that leaves the question...who did make it and when?

Is it this chap or a sibling; A Chac Mool stone statue at Chichen Itza site, Yucatan Peninsula, Mexico. This reclining Toltec-Maya figure influenced Moore's sculpture?

I haven't found an exact date, but the Chichen Itza site existed between about 600-1200 AD and this Chac Mool style of sculpture first appeared around the 9th century AD.
