If they can shell peanuts, I'm sure a machine is easy to build to shell pistachios.

I think there are two reasons.
First, pistachio farmers are world famous for all being rampant sadists who want to make it really tough for people to get into their pistachios - so un-shelled pistachios is the main option.

And secondly because, as you can see below, naked pistachios out of their shells look like really manky maggots. Who'd want them? They're much more attractive to consumers in their nice cute lttle golden rattly  shells.

However, having said that, you can easily buy shelled pistachios in Britain...Waitrose, Tesco, Asda and even Amazon all flog shelled pistachios for about 1.70 to 3 for a piddly 100g packet. Or for serious pistachio addicts, you can buy thumping great 2kg economy-sized packs of shelled pistachios on eBay...they'll set you back 27.00 for a 2kg bag - which works out at only 1.30 per 100g. Not a bad price if you are really nuts about pistachios.
