Who was H. U. Addington?

I am trying to find some biographical information on H. U. Addington. I have a letter, dated Sep. 12, 1850, and signed "H. U. Addington, Secretary of the Colonial Office." But I can't find him in the list of secretaries or under-secretaries of the Colonial Office. Google turns up correspondence with him either as receiver or sender, including with John Quincy Adams, so he must have been 'somebody', but who?
